disabled access to riverfront for recreation ie; fishing

I was wondering about who to speak to regarding the barriers/bars at alexander park, they are too high and impede/restrict anybody that is confined in a wheelchair. I would like to see them lowered/removed so that all citizens can use this and other riverfront parks thanks in advance.
